1. Background and purpose of the project. In 2010, the Shanghai City Education Commission undertook the system reform pilot project of the Ministry of Education,"Promoting the Development of High-quality Characteristics and Diversified Characteristics of High School Education" and launched the experimental project of cultivating innovative literacy in ordinary high schools. Under this background, the practical research project to improve the scientific literacy of all students actively explores effective ways, methods and operating mechanisms for cultivating students 'scientific literacy and innovative capabilities in high school, laying the foundation for students with innovative potential to grow into innovative talents in the future.  2. Main implementation contents of the project. For all students, integrate resources inside and outside the school, and aim at creating an educational ecological environment that is conducive to cultivating students 'scientific literacy, and actively explore the implementation concepts, implementation paths, methods and strategies, and work management mechanisms for cultivating students' scientific literacy and innovative ability.  3. Project implementation process. The school employs experts and professors from universities and scientific research institutes, forms a doctoral volunteer group, and attracts teachers from different disciplines in the school with strong research capabilities and master's and doctoral degrees to join the project research. At the same time, it builds two houses and five centers to integrate various resources inside and outside the school, and innovates the operation mechanism. The results achieved by the project and its promotion and application. The project has greatly improved students 'scientific literacy and innovation ability.
