The research results of this project belong to the field of environmental protection technology.
Random discharge of rural domestic sewage has become one of the main sources of pollution to the water environment in Shanghai's suburbs. To this end, Shanghai City launched a pilot project for rural domestic sewage remediation in 2007. Due to the technical characteristics of Shanghai's rural domestic sewage such as dispersed distribution, large fluctuations in water quality and quantity, and significant differences in water quality among districts and counties, and extensive implementation and management of the remediation pilot project, the introduction of mature biological processes such as biological filters and the development and application of multiple ecological processes. After the process, the effluent compliance of the remediation pilot project is still not satisfactory. Therefore, there is an urgent need to integrate and develop decentralized rural domestic sewage system management and control technology, and apply it in the 200,000 rural domestic sewage collection and treatment projects planned and implemented during the 12th Five-Year Plan period in Shanghai.
In response to the practical problems and technical needs in terms of technical access and system management of rural domestic sewage treatment in Shanghai, the project develops a decentralized rural domestic sewage suitable for water network areas around the entire process of rural domestic sewage collection, treatment and operation and maintenance. Management and control technology, targeted solutions to the problems faced in all aspects of rural domestic sewage treatment, and formulated a series of standardized guidance technical documents. Relevant results have been successfully applied to the full-process management and control of decentralized rural domestic sewage in Shanghai during the "Twelfth Five-Year Plan", with significant environmental and social benefits. The project has achieved the following innovative results:
(1) Comprehensively understand the basic laws and typical process discharge characteristics of decentralized rural domestic sewage in Shanghai. Combined with household surveys, a two-year continuous follow-up evaluation involving 8 typical processes and 74 decentralized rural domestic sewage treatment systems was carried out, providing reliable quantitative parameters for the design of the water quality and quantity of decentralized rural domestic sewage.
(2) Researched and formulated technical requirements for treatment technology access and process implementation in Shanghai. The applicability of typical decentralized rural domestic sewage treatment processes in Shanghai was systematically evaluated, different process points and technical characteristics were integrated, technical requirements for treatment technology access and process implementation in different regions were studied and formulated, and decentralized rural domestic sewage treatment systems were standardized. Application to ensure the safety of urban water sources.
(3) Integrated and developed system management and control technologies covering planning, design, construction, acceptance, operation and maintenance, and post-engineering evaluation. In response to the problem of extensive management of decentralized rural domestic sewage treatment projects in Shanghai, a series of standardized guidance technical documents have been formulated, innovatively realizing the full-process management and control of rural domestic sewage treatment projects, and standardizing and guiding the implementation of the "Twelfth Five-Year Plan" in Shanghai. The project has obtained 1 utility model patent authorization, published 14 papers (including 3 SCI/EI), and published and compiled 1 book "Practice of Rural Water Environment Governance and Protection in Shanghai City"; 5 standardized guiding technical documents have been compiled, and 4 have been issued and implemented by the Shanghai City Water Affairs Bureau. The application certificate provided by Shanghai City Water Affairs Bureau shows that since its release and implementation, the "Technical Management Requirements for Rural Domestic Sewage Treatment in Shanghai City (Interim)"(Hu Water Affairs [2013] No. 207) The number of farmers served by the application project is 77586. The Interim Measures for Performance Evaluation of Rural Domestic Sewage Treatment Projects in Shanghai City and the Interim Provisions on Effluent Quality of Rural Domestic Sewage Treatment Projects in Shanghai City (Hu Shui Affairs [2010] No. 323) The application project serves 75503 farmers, and the "Acceptance and Assessment Process for Rural Domestic Sewage Treatment Projects in Shanghai City"(Hu Shui Affairs [2010] No. 566) application project serves 117,000 farmers. The widespread application of the above results has effectively ensured the construction quality and long-term operation of decentralized rural domestic sewage treatment projects in Shanghai, helped improve the water environment quality and residents 'living environment in Shanghai suburbs, and promoted the orderly development of the rural domestic sewage treatment market. It also provides reference for the systematic management and control of decentralized rural domestic sewage in water network areas around Shanghai.
