I. Policy Basis
The Ministry of Environmental Protection issued the "Guiding Opinions on Environmental Protection Systems to Further Promote the Development of Environmental Protection Industries" clearly stating: "Formulate service standards and technical standards for comprehensive environmental services, carry out pilot projects for comprehensive environmental services in industrial parks, cities and key industries, and actively explore new environmental service models such as contract environmental services", formally proposing the concept of contract environmental services. The "Twelfth Five-Year Plan" Development Plan for the Environmental Service Industry fully explains and recognizes contract environmental services, and promotes them nationwide as a new model of environmental services in the future.
- Significance and necessity
The proposal of comprehensive solutions for contract environmental services will significantly reduce the high transaction costs caused by the disconnect between various links of the industrial chain (investment, equipment manufacturing, technology research and development, consulting design, installation and construction, operation management), thereby improving emission reduction efficiency and improving service quality;
Contract environmental services use quantifiable environmental output as a measure of service results, and the benchmark for service enterprises to obtain benefits is whether the services they provide can achieve the expected environmental effects; this model can promote the marketization of the environmental service industry and improve industrial specialization. Degree, avoid the phenomenon of low-cost malicious competition in the original project bidding, and promote the survival of the fittest for enterprises.
The environmental effectiveness standards of contract environmental services can be quantified and verified, such as the amount of sewage and garbage treated, the total amount of pollutant emission reductions, the level of cost control, etc. The implementation of contractual environmental services can increase the management level of strong points, reduce government supervision pressure, reduce law enforcement costs, and help the government transform its functions and build a "small government, big society"; at the same time, adopting the model of government procurement of environmental services can promote the government. Improve the level of environmental management and professionalize it.
