

This project belongs to the field of power systems. Safe consumption of clean energy is a national energy strategy. Establishing a power market mechanism and completing efficient optimal allocation of power resources is the reform direction of my country's power industry. This project is based on achieving full consumption of clean energy on the premise of meeting the requirements for safe operation of the power grid; encouraging inter-provincial consumption of clean energy through market-oriented means; and achieving the goal of harmonious development of clean energy outside the province and conventional coal-fired thermal power in the province. Relying on the science and technology projects and management consulting projects of State Grid Corporation of China, the following key technological breakthroughs have been achieved: 1) A clean energy consumption compensation mechanism based on generation rights trading has been established, which has promoted the harmonious development of clean energy outside the province and conventional coal-fired thermal power in the province, reduced the overall power generation cost of the power grid, and increased the consumption area of the receiving power grid. Space for clean energy;2) A time-based power trading and inter-provincial electricity replacement trading mechanism has been established to alleviate the peak shaving pressure of the receiving power grid caused by clean energy consumption and improve the ability of the receiving power grid to consume clean energy; 3) Create a comprehensive trading system for clean energy consumption between provinces to ensure full consumption of clean energy;4) Establish a power market simulation system based on intelligent agent clean consumption mechanism, providing new technical means for market research. The project results have been published 5 papers, including 2 published abroad and 3 published domestically. Among them, 2 papers were included in SCI, he cited them 46 times, and all 5 papers were included in EI. The project's research results have formed the "Management Measures for Optimizing Hydropower Consumption and Power Replacement Outside East China Power Grid","East China Power Grid Ultra-high Voltage DC Hydropower Replacement Electricity Price Settlement Measures","Shanghai Cross-regional and Cross-provincial Power Generation Rights Trading Work Plan","Shanghai City Cross-regional and Cross-provincial Power Generation Rights Trading Rules","Shanghai City Cross-regional and Cross-provincial Power Generation Rights Trading Rules","Shanghai City Inter-provincial Clean Energy Purchase Trading Mechanism Implementation Method","Shanghai City Gas Turbine Generation Electricity Centralized Bidding Trading Rules", Electricity market trading rules and trading plans such as the "Zhejiang Ford High-voltage Annual Trading Plan". The clean energy consumption and trading system built by the project's research results was actually adopted by East China Power Grid, ensuring the full consumption of clean energy. The research results began to be widely used in my country's power industry in 2014. During the four years from 2015 to 2018, East China Power Grid consumed 773.2 billion kilowatt-hours through cross-regional and cross-provincial clean energy, saved 232 million tons of standard coal, reduced carbon dioxide emissions by 6.17 tons, reduced sulfur dioxide emissions by 4.64 million tons. Through inter-provincial clean energy transactions, a total of 5.72 billion yuan has been reduced in power purchase costs for consuming provinces (compared with the provincial benchmark price of thermal power), with an average annual rate of 1.43 billion yuan. Excellent social and economic benefits have been achieved.
