This achievement is a monograph-"REACH Regulations and Ecological Textiles" formed on the basis of the public welfare research project "Research on Domestic and Foreign Ecological Textiles Technical Regulations and Response Measures" independently developed by the project completion unit. Published by China Textile Press in 2009. With the development of social economy and technology, people's attention to the ecological safety performance of daily consumer goods such as textiles is becoming a new hot spot. At the same time, with the acceleration of global economic integration, technical barriers to trade have also become new trade obstacles in international trade in textiles and clothing. As a responsible big country, China has also guided and adopted the transformation and upgrading of industries and products from a positive perspective, accelerated technological progress, comprehensively improved quality and management levels, and actively responded to various trade technical barriers in international trade, changing from passive to proactive. The modern textile industry is gradually evolving into a typical chemical processing industry. Almost every processing process in the modern textile industry is inseparable from the use of chemicals. The use and even abuse of a large number of chemicals that have not been strictly evaluated for ecological security has attracted widespread attention from countries around the world. Strengthening management and monitoring from the source has become a broad consensus among all parties. With the official implementation of the EU REACH regulation, the ecological safety performance of products has become the most concerned hot issue of technical barriers to trade in international trade, and it will have a significant and far-reaching impact on the changes and trends of the world trade pattern. Timely understanding of relevant laws, regulations and standards, studying relevant problems and countermeasures and taking active response measures, and accelerating the standardization of relevant testing technologies have become major, urgent and realistic issues for maintaining the sustained, stable and healthy development of China's economy. After years of development, although the concept of ecological textiles is widely known in China, it is just in its infancy in terms of its breadth and depth. This project integrates its own years of research and practice to carry out comprehensive and in-depth research and in-depth research and exposition, covering a wide range of professional fields, and has made major innovations and breakthroughs in the following aspects: (1) Based on the current situation of the production and international trade of consumer goods such as textiles in my country, we conducted a comprehensive and targeted interpretation of the huge REACH regulations for the first time to draw up a clear context;(2) For the first time, we reviewed the laws, regulations and compliance assessment procedures related to ecological textiles in various countries so far. A comprehensive review was carried out, and a detailed analysis and comparison was carried out;(3) According to the requirements of relevant regulations, many practical solutions have been put forward to some unreasonable production and processing processes still used at home and abroad through research ideas on the prohibition, substitution and supporting processes of dye and chemical additives;(4) A set of technical ideas have been put forward for relevant testing technologies, especially for practical problems that may be encountered in the implementation of many testing method standards, reasons and solutions have been given. The project is highly novel in terms of comprehensiveness, and its comprehensive technology is in the leading position in China and has reached the international advanced level. This research results provide leadership, management, technical and business and research personnel for relevant decision-making levels, production and circulation enterprises, new products, new processes, new technologies and new materials research and development, enterprise quality management, standardization and quality supervision, inspection and certification, international trade, scientific research and teaching and other relevant institutions. The content is comprehensive, detailed, accurate and practical. It not only contains solid basic theories, Moreover, many new concepts and practical solutions have been proposed to make the research results rigorous and practical. There is no precedent at home and abroad. It is of great significance to promoting the transformation and upgrading of the industry and comprehensively improving management levels, standardizing the use of chemicals, and maintaining the ecology of the environment. Safety and protecting consumer health are of great significance. At present, this achievement has been widely used, with huge social and indirect economic benefits.
