- Project background
Shanghai Bailonggang Urban Sewage Treatment Plant is located on the bank of the Yangtze River on the east side of Heqing Township, Pudong. It serves a population of 7.05 million people. It is the largest sewage plant in Shanghai. In 1999, the plant built a pretreatment plant of 1.72 million m3/d. In 2004, it built a first-level strengthened facility of 1.2 million m3/d. In recent years, the sewage volume has increased rapidly. In 2006, the actual inflow volume has stabilized at 1.5 - 1.8 million m3/d, and the peak flow exceeds 2 million m3/d, far exceeding the design capacity. This project is undergoing renovation and expansion in the original area, with a project scale of 2 million m3/d, adopting AAO process, and the discharged water quality meets the national secondary emission standard. - Main contents
This system mainly consists of an automated information monitoring subsystem and some peripheral subsystems. The automated information monitoring subsystem consists of three levels from top to bottom: central monitoring system, PLC control system, and field instruments. Peripheral subsystems include CCTV, electronic patrol, lightning protection and other subsystems. - Key innovation points:
- Biological intelligence optimization processing system
(1) The biological pool AAO adopts a multi-mode process and operates in three modes: upright, inverted, and phosphorus removal.
(2) Develop a biological intelligent optimization model algorithm system based on the ASM2D activated sludge model.
(3) The system can accurately predict the optimal DO and IRQ values, provide moderate nitrification reactions, optimized sludge discharge and optimal aeration control of the blower, and reduce energy consumption. - Multi-level network architecture technology
(1) Adopt optical fiber redundant dual-loop network technology to integrate the original GE and Siemens PLC into the ring network to achieve central one-stop monitoring.
(2) Adopt advanced wireless relaying, carrier sensing and other communication technologies to establish a management level wireless network. - Industrial real-time database
Database efficient revolving door real-time compression algorithm, efficient data retrieval, extensive data collection and other functions have brought huge changes to system data management. - Automatic operation system and control technology of sludge pump in primary sedimentation section
The PLC main system is used to start the sludge pumps in the primary sedimentation section of different PLC subsystems at regular times, overcoming the current control method of manual operation or issuing orders to the PLC system single machine to start and stop.

The completed system was put into trial operation on September 30, 2008 and has been running well. The successful experience and technology related to this project have been used in other sewage treatment projects undertaken by our company, such as Wusong Sewage Treatment Project and Bailonggang Sewage Expansion Phase II Project. The project was put into operation, effectively reducing the pollution load of the Yangtze River Estuary, effectively protecting the water environment of the Yangtze River and Hangzhou Bay, and making every effort to ensure the sewage discharge operation of the 2010 Shanghai World Expo Park. As currently the largest, most technologically advanced and most automated sewage treatment plant in Asia, the plant's sewage treatment capacity accounts for 1/3 of the city. It has achieved the planning goal of 75% urban sewage treatment rate in Shanghai ahead of schedule. Its annual COD emission reduction reaches 162,800 tons. If the property rights transaction is based on the current sewage discharge charge of 120,000 yuan/ton, it will generate approximately 19.5 billion yuan in economic benefits. At the same time, it ranks first in sewage treatment scale and sewage treatment rate in the national environmental protection field. COD emission reduction comes first.
