Solution details

People's "difficulty in seeing a doctor","slow payment" and "difficulty in making appointments with experts" are current problems that need to be solved urgently in the medical and health field. Through cooperation with banks and using advanced information technology to improve the comprehensive efficiency of medical services, Shanghai City Hospital of Traditional Chinese Medicine has created a one-stop outpatient service system, and explored solutions to effectively alleviate outstanding problems such as "difficulty in seeing a doctor."

The project construction includes a self-service system and three databases, namely a medical information system and service equipment that integrates the "six self-service" functions of registration, appointment, recharge, payment, inquiry, and printing reports, as well as a drug information database, expert database, and medical project database. Based on this system, three orientations are realized, namely, for patients (providing "six self-help"), for medical staff (providing convenient operation), and for managers (facilitating efficient management).

This project has three major characteristics: First, the integrated innovation of management concepts, business models and information technology. Innovation in management concept, proposing the management concepts of "convenience,""efficiency" and "mutual trust"; innovation in business model, based on the HIS system, integrates the "six self-service" functions to establish a new "six self-service" medical treatment model of self-service appointment, self-service registration, self-service recharge, and self-service payment, self-service inquiry, and self-service printing; Information technology innovation, in conjunction with Bank of China, binds the "real-name pre-stored value account" to medical insurance cards or self-paid medical treatment cards, covering medical insurance patients and self-paid patients, realizing one-time pre-storage, multiple uses, and self-service card swiping throughout the process.

Second, it is highly integrated and simple to operate. After novelty search, there has been no literature report on medical information systems and service equipment integrating "six self-service" functions in China; there has been no literature report on the "one-stop service" system that realizes direct confirmation of medical technology department windows.

Third, focusing on people's livelihood and focusing on practical results. Our hospital cooperates with the Zhabei District Health Bureau to build an information sharing platform with 9 community health service centers in Zhabei District based on the "Six Self-Help" one-stop information system. Community doctors can directly make appointments with experts from our hospital (Class A Hospital) through the workstation, and our hospital's doctor workstation can directly access community residents 'health files to realize regional medical information sharing.

After novelty search, this system is currently the system with the most complete integrated functions among similar equipment in China. Since its application in November 2010, a total of 1.4016 million people have used it as of the end of March 2013. The social and economic benefits are obvious: 1) It is more convenient for patients to seek medical treatment: self-service appointment, self-service registration, self-service payment, and self-service printing of reports, reducing the number of queues and medical treatment links;2) Improved service quality and management efficiency, effectively saving costs: The functions of relevant departments of the hospital have been re-integrated to realize direct reimbursement of medical technology windows, which not only improves the level of patient service, but also reduces labor costs, and improves patient satisfaction and outpatient volume;3) Obtained a number of scientific and technological achievements: 1 national invention patent has been applied for 1; applied for 1 computer software copyright registration; 1 work registration certificate has been obtained; 7 papers have been publicly published; and won the 2011 "Hospital Reform and Innovation Award" of the Medical Management Department of the Ministry of Health; Compiled into the "2013 Shanghai Science and Technology Yearbook" 4) Effective promotion: This project has been used as a demonstration of public hospital reform by the Ministry of Health, the State Administration of Traditional Chinese Medicine, the Shanghai City Health Bureau, and the Shenkang Hospital Development Center, and promoted and exchanged across the country and in Shanghai City. The Ministry of Health's Public Hospital Reform Pilot Work Briefing (No. 69, 2011, reported to Vice Premier Li Keqiang), the Ministry of Health's Health Correction Work Briefing (No. 25, 2011), the Ministry of Health's Medical Service Supervision Department and the General Office of the People's Government of Shanghai City (No. 2, 2011), and the Shenkang Center Work Briefing (No. 3, 2011) all reported on the "one-stop outpatient service." Dozens of sister hospitals from 13 provinces and cities across the country came to our hospital to visit, study and learn from. More than 100 media including the Central Government Portal, Shanghai City Government Portal, Xinhua Agency, CCTV, Shanghai TV, and China Traditional Chinese Medicine News also reported on the "one-stop outpatient service."
