This project is the construction of the national 4G network by Shanghai Branch of China Telecom Co., Ltd., giving full play to the advantages of LTE advanced technology in 4G networks, combining the telecommunications optical network structure and integrating BBU pool into the LTE wireless network architecture, realizing "intensive" full-service operations that combine fixed communications based on optical networks and mobile communications in the new 4G era, reducing network operating costs and accelerating network construction. An LTE network construction model with Shanghai Telecom's characteristics has been formed, and the project has created huge benefits for China Telecom:

  1. Combined with existing "optical network" resources, a strategy of centralized deployment of BBUs (baseband units) in existing optical network office rooms has been formulated and implemented to give full play to telecommunications's unique optical network advantages.
  2. Innovatively proposed Cloud BBU networking architecture and multi-layer networking solution based on centralized deployment of urban optical networks and BBU.
  3. As of the end of 2014, a total of 3500 LTE outdoor macro base stations centrally deployed by BBUs had been opened. From the analysis of economic benefits, compared with the traditional macro base station construction model, the centralized deployment method of BBU office can reduce the supporting construction investment of 184,600 yuan per outdoor macro base station on average, saving investment of 646 million yuan as of the end of 2014. Centralized deployment of BBU offices can reduce maintenance costs. Based on the large-scale use of 400 offices by these base stations, the maintenance costs are at the level of one million yuan. If not centralized deployment, only the computer room rental fee is included. Each macro base station can save cost expenditures of 30,000 yuan/year, and it is estimated that annual maintenance costs can be saved by 74 million yuan.
  4. Changing the traditional base station construction model has reduced the need for computer rooms when selecting sites, avoided some base station addressing difficulties, greatly reduced construction costs and accelerated construction speed.
