

[Field Background] Since the European Union promulgated and implemented the "Ecological Design Framework Directive for Energy-Using Products"(referred to as the EuP Directive) and the Energy-Consumption Related Products Directive (referred to as ErP) in 2005 and 2009, the economic losses caused to enterprises 'exports have reached nearly 50 billion yuan. RMB has become an important green barrier for my country's export enterprises. On the other hand, under the WTO framework, technical barriers caused by production processes and methods (PPMs) in environmental standards for non-characteristic factors of products are more concealed and risky. Strengthening research in this area will be a new challenging topic. This project conducts research and application on key technologies such as environmental protection and energy conservation throughout the life cycle of energy-using products in the EU EuP/ErP Directive and the WTO/TBT-PPMs factor, and conducts case analysis and response measures research.
[Main content] Research on the EU Ecological Directive: 1) Through a series of research on ecological efficiency technologies and energy efficiency testing quality control systems for the entire life cycle of typical energy-using products, standards were formulated to improve the energy efficiency level of the industry; research on energy-using product testing devices/The energy-saving technology of the system improves the efficiency of the testing system (saves energy consumption by 20%);2) Through ecological comprehensive design technology research, collecting enterprise BOM production process data to establish a life cycle model; Use balance method to balance analysis and propose improvement methods to promote industrial transformation and upgrading;3) Aiming at the impact of solder on the environment during the entire life cycle of electromechanical products, a new type of Sn-Zn-Cr lead-free solder has been developed, which can improve the life of related electromechanical products. Research on PPMs factors in WTO/TBT: 1) Based on a key factor in air pollution caused by automobile exhaust emissions that my country attaches great importance to, the key technologies for the time-life of catalytic purification of motor vehicle exhaust are studied. A new method for evaluating the durability life of catalysts is proposed to significantly reduce the cost of existing test methods such as "actual sports car test" and "bench transfer"(the test cost is less than 1% of the current method). 2) Based on China's national conditions and the characteristics of the Shanghai Free Trade Zone, propose a new supervision model for my country's import and export of automotive exhaust catalytic purifier components.
Innovation: 1) It studied the energy-saving technology of laboratory testing devices/systems for the first time, built an energy efficiency testing quality control system, and developed my country's first energy efficiency capability verification standard sample to fill the gap in this field;2) Focusing on the full life cycle concept, conducting product ecological research is different from the ecological assessment model for a single link and reaches the international advanced level; 3) Developed a new type of Sn-Zn-Cr lead-free solder in electromechanical products, which improved the life of electromechanical products and reduced energy consumption by 30% year-on-year with the international level;4) Developed a new method for evaluating the durability life of motor vehicle exhaust catalytic purifiers, low operating costs. 5) For the first time, a new supervision model for the import and export of energy-using products and automobiles applicable to my country and the Shanghai Free Trade Zone was proposed.
Achievements-Promotion: This project has published a total of 28 papers (10 SCI/EI articles and 12 Chinese core articles); 2 books; 23 patents (10 inventions); 8 standards (5 national standard, 3 industrial standard) and 4 physical standards.
A variety of standard materials developed and standards drafted have been widely used and verified. More than 800 laboratories have been involved, covering more than 80% of energy efficiency testing laboratories; the research results have also been applied to risk supervision and corporate services by administrative law enforcement agencies ("Ecological Assessment Report on Energy-Using Products", etc.); the solder patents developed have been transferred and applied; new methods and regulatory measures for vehicle exhaust purification life testing can be applied to the rapid testing of port vehicles; in addition, the promotion and application of the results have been promoted and applied by domestic CCTV and other mainstream media reports (including Sohu, China Quality Network, etc.), China National Accreditation Commission for Conformity Assessment, etc. praised in writing. The results were also affirmed by the deputy mayor of Shanghai and instructed to be promoted and applied in the city. Within three years, the direct economic benefits of the project were 24.026 million yuan, creating profits of more than 5 million yuan for the company. Significant economic and social benefits.
