Based on the urban water cycle concept, the "three-level circulation, three-level control, and three-level standards" management model for heavily polluted sub-basins with basic flow-deficient base flow has achieved environmental capacity, total sewage discharge and river purification capacity based on water quality target management. Scientific connection between industry emission standards, basin discharge standards, and river function and health standards. It has broken through the "bottleneck" that restricts the recycling of recycled water, and formed an integrated technology for NH3-N separation, conversion and purification in river courses and an integrated technology for water pollution purification in fully hardened rivers. The practical technical system for adaptive ecological restoration under different flow conditions has basically restored the ecological health of the Jialu River that lacks heavy pollution by base flow. In 2014, the COD of the main control section of Dawangzhuang in Jialu River Comprehensive Demonstration Zone was 23.37 mg/L and NH3-N 2.05 mg/L, and the COD of the main control section of Chenqiao was 43.91 mg/L and NH3-N 4.75 mg/L met the assessment indicator requirements. Among them, compared with 2008, the annual weekly average of COD and ammonia nitrogen in Chenqiao section in 2014 decreased by 41.7% and 84.0% respectively, the utilization rate of recycled water increased from 0 to 15%, and Class I-III accounted for 59.6%, supporting the improvement of water quality in the main stream of the Huaihe River.
