This project belongs to the field of energy and environmental technology. At present, my country's environmental pollution presents complex, compressed and structural characteristics, and human health hazards caused by environmental pollution occur frequently. According to statistics, more than 100 mass and serious health damage incidents occurred during the "Eleventh Five-Year Plan" and "Twelfth Five-Year Plan" periods (such as Fengxiang in Shaanxi, Jiyuan in Henan, etc.) caused serious harm to people's health and social stability.
The core of environmental pollution and health hazard management and control is the characteristic identification, effect assessment and risk control of pollution and health hazards. At present, relevant domestic research work is mainly carried out in the respective fields of environmental pollution and health hazards. There is a lack of identification and evaluation technologies aimed at revealing the characteristics of regional environmental pollution and health hazards and their intrinsic relationships, and there is a lack of systematic consideration of environmental pollution, population exposure and health hazards. Risk control technology for all links. At the same time, my country's environmental pollution has regional characteristics of multi-media, multi-path and multi-pollutant superposition, resulting in a very complex interrelationship between environmental pollution and health hazards. It is impossible to copy the existing technologies and methods developed in the United States, Europe, Japan and other countries for specific pollutants and specific health hazard issues. Supported by the National Environmental Protection Public Welfare Project and the National Natural Science Foundation of China, this project has developed characteristic identification, assessment and risk control technologies for regional environmental pollution and health hazards suitable for my country's national conditions, providing important technical support for the country's environmental and health management. The main technical inventions include three aspects:
(1) Invented the environmental characteristic pollutant screening technology based on health risks, created an environmental pollution and health hazard characteristic identification indicator system, and innovatively integrated the "Technical Specifications for Regional Environmental Pollution and Health Hazard Characteristic Identification".
(2) Invented a multi-media and multi-category environmental pollution and health hazard assessment method suitable for regional scale, integrated environmental pollution and health hazard information for the first time, developed an environmental pollution and health hazard identification and assessment database and information system, and formulated "Guidelines for Regional Environmental Pollution and Health Hazard Assessment Methods".
(3) Invented a series of pollution control technologies based on health risks. A degradation material with the coupling effect of iron-reducing bacteria, nano zero-valent iron and biochar, a millimeter particle size sponge iron/copper (silver) bimetal catalyst and a new Fenton-like reaction degradation technology with visible light catalyzed sponge iron have been invented to remove soil, groundwater The combined pollution of chlorinated hydrocarbons, petroleum hydrocarbons, chlorophenols, rhodamine and tetrabromobisphenol A in the environment and wastewater reaches more than 90%, effectively reducing the health risks of highly hazardous organic compounds by four orders of magnitude.
This technology has obtained 21 national invention patents (13 authorized and 8 disclosed); obtained 2 software copyrights; formulated 2 technical guidelines for the environmental protection industry (draft for comments); published 38 papers (SCI/EI 17), published 1 monograph. After the novelty search workstation of the Ministry of Education and the appraisal of the China Environmental Science Society, the overall technology is innovative and has reached the international advanced level.
Technical documents such as the "Technical Regulations on Environmental On-site Investigation" completed based on regional environmental pollution and health hazard characteristics identification technologies and assessment methods were used in my country's first large-scale special environmental and health survey and risk sentinel monitoring work organized by the Ministry of Environmental Protection and the National Health and Family Planning Commission. It has played an important role in guiding environmental health surveys of heavy metals, organic compounds and composite pollutants in 20 provinces/regions/cities including Jiangsu and Yunnan. In four typical areas including Lanzhou in Gansu, Taizhou in Zhejiang, Pudong in Shanghai, and Songhua River in Jilin, characteristic pollutants such as heavy metals, polycyclic aromatic hydrocarbons, and chlorinated hydrocarbons in the regional environment and their corresponding population disease composition and cause of death were identified and evaluated. The invented health risk control technology for highly hazardous organic matter pollution has been successfully applied in the Beijing-Tianjin-Hebei, Yangtze River Delta and Pearl River Delta, greatly reducing the health risks of more than 20 kinds of organic matter pollution, adding nearly 160 million yuan in output value, saving cost 58.64 million yuan.
