Scientific and technological innovation has been recognized as a key driving force in promoting economic transformation and development, while innovation clusters are the main supporting platform for scientific and technological innovation and an important starting point for Shanghai to implement the "innovation-driven, transformation and development" strategy. However, the identification and monitoring of innovation clusters have always been a key and difficult issue in the instigation of innovation clusters. Therefore, how to quickly and accurately identify the existence of innovation clusters, continuously and objectively monitor the development of innovation clusters, and comprehensively and deeply analyze the ecological structure of innovation clusters so that relevant departments can provide scientific, timely, accurate and powerful support and promotion has become One of the issues of greatest concern to relevant decision-making departments in Shanghai City.
Based on this strategic need, Professor Chen Qiang of Tongji University, with the strong support of the Ministry of Science and Technology, the Shanghai City Science and Technology Commission, and the Zhangjiang Management Committee, has organized an interdisciplinary research team since 2009 to identify innovation clusters. Continuous special research has been carried out on monitoring methods, and a practical method system and monitoring system integrating multiple disciplinary perspectives have been built, which have been successfully applied in the research and supervision of innovation clusters in Shanghai City architectural design industry. At present, the important results achieved by this research institute have been applied in relevant decision-making departments and have strongly supported the research and formulation of a series of relevant policies. - research contents
(1) Innovation cluster identification method:
Based on a large amount of data and research, and on the basis of systematic analysis of a large number of similar research methodologies at home and abroad, the research team designed an innovation cluster identification method system based on inductive spatial statistical analysis, industry and innovation situation analysis, industrial innovation chain analysis, enterprise innovation network map analysis, and industry-university-research cooperation network map analysis as the core and based on an integrated perspective.
(2) Innovation cluster monitoring methods
In response to the long-term monitoring and tracking needs of innovation clusters, this topic has designed a monitoring method that covers two levels: cluster evolution analysis tools and cluster development indicator systems to quantitatively track and comprehensively analyze the development of innovation clusters. This method realizes the organic integration of spatial data, economic data, enterprise-related data and economic development data, and provides a systematic and standardized long-term tool for government departments to track and support relevant innovation clusters.
(3) Governance and instigation of innovation clusters
In order to fully explore the application value of innovative cluster identification and monitoring results, this topic further builds cluster governance and instigation methods, so that government departments can use modern industrial cluster governance ideas on the basis of identifying monitoring data to scientifically formulate cluster support and instigation decisions. - main innovation
Theoretical and methodological innovation. An integrated identification and monitoring method system that can integrate inductive spatial statistical analysis, cluster innovation network analysis and industrial situation analysis is proposed, and an innovation cluster monitoring indicator system is designed to achieve more accurate, in-depth and visual identification and tracking of the development of innovation clusters. Apply innovation. Based on the methodological system built in this topic, for the first time, Shanghai's architectural design industry is systematically analyzed and discussed from the perspective of innovation clusters, especially the industrial distribution of districts and counties and the internal ecology of typical clusters. This achievement enables relevant Shanghai City management departments to have a clearer and accurate understanding of the development status and challenges and opportunities of Shanghai City's architectural design industry, and has been highly evaluated. - Thesis monograph

The results of the project have had widespread influence in China and have played an important role in formulating industrial plans in Shanghai City. Leaders of sister provinces and cities such as Chengdu, Xi'an, and Nantong also specially invited the research team to introduce the methods and experiences of identifying and monitoring innovation clusters.
The integrated research framework built by the research team has been widely used in other cluster research topics and policy tools such as the cluster monitor of the Yangpu District Science and Technology Commission, and has achieved good results.
