As an old industrial city, Xiangtan City is undergoing rapid urbanization and industrial transformation, and is committed to reaching a peak in carbon emissions by 2028. To support the achievement of this goal, ADB assistance will adopt a departmental development planning approach, carefully design and build low-carbon and climate-resilient infrastructure, information and knowledge platforms, and implement policy reforms to provide an enabling environment and appropriate incentives to promote low-carbon behaviors and practices.
